As a member of the Scouting Experience Leadership Team, the role of the Specialist – Operational Excellence (OE) is twofold - to provide subject matter expertise and leadership for (1) Business Analytics and (2) Operational Excellence.

The Specialist OE will initially work to develop a solid foundation of business analytics in the Scouting Experience, membership and marketing areas to support insights for membership growth and targeted marketing. This will expand to include other business areas as required e.g. asset management (properties), revenue development, financial analysis. Specifically, the integrated use of business analysis software (e.g. PowerBI) and GIS software in the development and preparation of performance dashboards, trending analysis and business insights will be critical to provide focus for strategic account management. A later secondary focus will be to coordinate and support the development and implementation of Scouts Canada’s technical and functional delivery of an Operational Excellence framework.

The Specialist OE role has the following key components:


  • Under the guidance of the Executive Director - Scouting Experience, partner with the Scouting Experience Leadership Team and Scouts Canada Executive Directors to conduct strategic analysis, business performance and financial / analytical modeling, and help identify key business initiatives
    • Monitor and assess business and operational goals and trends. Develop and test hypotheses for increased performance in support of mission impact outcomes.
    • Diagnose regional, council, functional-specific problems, support the development of action plans, and prioritize operational improvements
    • Develop standard reporting of key performance indicators and business trend reports, ideally leveraging interactive Business Analytic software and available tools
  • Working with the Business Services IT Lead / Business Analyst - support the documentation of system and business workflows and facilitate this capability across the organization. Will need to understand integration with in-house IT systems and databases to ensure integration.
  • Working with the Marketing team – support the development and maintenance of datasets, with an emphasis on Geographic Information Systems (GIS) expertise to support marketing trending analysis integrated with membership data (current and future).


  • Support the development and implementation of Operational Excellence as a core-competency and behaviour across Scouts Canada. Provide expertise and specialist skills to Scouts Canada staff and volunteers as required to provide delivery of exceptional organizational results. This could include, but it is not limited to:
    • Demonstrate expertise of Lean through role modeling knowledgeable and proficient skill and application of the methodologies, tools and resources;
    • Support the analysis, planning, design, implementation and evaluation of key projects using Lean methodology and analytics.
    • Lead (Business) Process mapping / Value stream mapping to identify opportunities for improvements: Implement Lean, Kaizen and SMED initiatives.
  • In collaboration with the field groups (Councils / Operations Service Centers) and central functional groups, implement a framework for an Operational Excellence standard – “how we do work’?
    • Translate the objectives of the Scouts Canada Operations Management System (Bylaws, Policies & Procedures and associated Group Standards) in a meaningful, fit-for-purpose way to capture and share minimum standards, examples of what good looks like while leaving the flexibility to allow for adaptations due to local risk, scale and complexity.
    • Deliver a competency development, OE maturity standard and associated “health-checks” to progressively develop Continuous Improvement competencies and behaviors.

What you bring to the table:

  • Strong business acumen & diverse work experience with a well-developed understanding of a variety of key business processes and the holistic elements involved in changing them (i.e. people, process, technology, culture).
  • Must have experience in business analytics – working with a Business Analytics Software (e.g. PowerBI)
  • Experience working with Geographic Information Systems (GIS) considered a strong advantage
  • Strong analytical skills, ability to think outside the box, and apply creative solutions to issues presented.
  • Lean (Six Sigma) Black Belt Certification – considered a strong advantage.
  • Five years of experience in business, operations, and / or project management work
  • Previous experience leading Improvement Initiatives, projects incorporating 5S and Kanban methodologies
  • Logical, analytical and reasonable, with strong organizational and time-management skills
  • Strong interpersonal skills, including the ability to foster and enhance relationships with the Leadership / Executive Team, and peers
  • Innovative problem-solving skills in both personnel and technical areas
  • Must have advanced oral and written communication skills with the ability to present information clearly and concisely.
  • Excellent at handling confidential information in a professional manner with the highest of integrity.
  • Ability to work autonomously, adapt to multiple competing priorities and deadlines and work with multiple stakeholders to deliver results on time
  • Preferred - 5 years’ experience in business analytics, GIS, operational excellence or related position.
  • Preferred - Bachelor’s degree in quantitative field, related discipline or relevant work experience.
  • Minimum 2+ years of applied experience in analytics or related experience
