Position Summary

The Director of Finance and Corporate Services is responsible and accountable for the Finance, Data and information technology (IT), Communications, Facilities and Administrative functions of WOCRC and acts as a resource to the Executive Director and the management team on these matters.  As a member of the Senior Leadership team, they participate in the overall management of the Centre and liaise with external groups/agencies/funders in order to assure effectiveness in the areas of responsibility.

Principal Duties and Responsibilities

Centre-wide Financial Management:

  • In accordance with Board approved financial policies and in consultation with the Centre’s auditor, devises and implements cost-effective financial processes incorporating appropriate internal controls;
  • Ensures overall operation and integrity of financial systems and accounting records, protection of WOCRC assets and confidentiality of accounting and financial information;
  • Keeps up-to-date on legislation, regulations, accounting standards and funder guidelines/requirements affecting WOCRC accounting systems, policies, practices and procedures, compensation, benefits, other expenditures and charity and HST status and ensures WOCRC compliance;
  • Prepares or oversees the preparation of routine internal and funder financial and statistical reports including variance analysis as required;
  • Coordinates the annual audit, working closely with finance staff and the auditors to ensure that the audit schedule is established, the working papers and documents are in order, and the financial statements are complete;
  • Works with the management team and staff on issues related to financial results, use of funds and planning of expenditures;
  • Provides expert advice, support and policy/legislation to the management team and staff;
  • Prepares annual and long-range financial plans;
  • In consultation with the Executive Director and management team, is responsible for budget development and approval review and dissemination of budget information;
  • Ensures appropriate insurance coverage in accordance with Board policy;
  • Manages the WOCRC’s financial investments, mortgage/loans, in consultation with the Executive Director and Board;
  • Discusses accounting and audit issues with the Executive Director, Finance Committee, Board of Directors and auditors;
  • Participates as a member of the Finance Committee.

Centre-wide Information Technology Management:

  • Oversees all IT activities and ensures integrity and confidentiality of IT systems and records;
  • Oversees the design, implementation and maintenance of the WOCRC’s  Internal and External Network, providing secure computer services to all staff in all locations;
  • Oversees the design, implementation and maintenance of WOCRC’s VOIP Phone System In consultation with the Executive Director and management team, is responsible for the development of the WOCRC’s annual and long-range technology budget;
  • Together with Information Technology staff, keeps up-to-date with technological issues and developments and their applicability to the operations of the WOCRC;
  • Together with the Information Technology staff, problem-solves IT issues with the management team and Executive Director;
  • Supervises Data and IT Staff.

Centre-wide Information Communications Management:

  • Oversees overall Communications activities including the website, social media, print materials and media;
  • Oversees the creation and, implementation and maintenance of the WOCRC’s Communications policies and procedures;
  • Responsible for the Centre Wide Communications Strategy;
  • Supervises Communications Staff.

Centre-wide Information Facilities Management:

  • Oversees all Facility Management activities;
  • Responsible for drafting, negotiating and approving tenant leases;
  • Responsible for management and design of staff, program and tenant space at main and satellite locations;
  • Oversees the creation and, implementation and maintenance of the WOCRC’s Facilities policies and procedures;
  • Responsible for the development and management of the Centre Wide Facilities Budget;
  • Supervises Facilities Staff.

Centre-wide Information Administration Management:

  • Oversees overall Administration and Reception activities;
  • Oversees the creation and, implementation and maintenance of the WOCRC’s Administrative and Reception policies and procedures;
  • Responsible for the development and management of the Centre Wide Administration and Reception Budget;
  • Supervises Administration and Reception Staff.

Corporate Services Team

Human Resource Management:

  • Consults with the Executive Director on significant team human resource issues;
  • Drafts and revises job descriptions;
  • Liaises with People Services Manager in recruitment and hiring for position vacancies on team, including completing necessary approval forms, establishing selection criteria and interview questions, chairing selection committee, checking references;
  • Conducts performance reviews and monitors performance of team members;
  • Ensures appropriate professional development, training and support for staff, volunteers and student placement workers;
  • Ensures orientation for new staff members on team;
  • Facilitates discussion and information flow; promotes and enhances team functioning through support, coaching and conflict resolution;
  • Oversees appropriate systems for communication flow within the team;
  • Approves professional development including expenditures and scheduling;
  • Applies and provides policy/procedure interpretation for team members as required.

WOCRC Strategic Direction Support:

  • Participates in WOCRC strategic planning process;
  • Maintains an awareness of current issues in the WOCRC catchment area and in the related health and social services systems;
  • Provides support for the development and implementation of new projects and programs (e.g. identifies appropriate staff to take on new work, modifies work plans, negotiates workloads/space/equipment requirements, ongoing problem-solving);
  • Organizes team planning events and is responsible for resultant team plans;
  • Provides regular reports/information to the Executive Director on key issues and activities related to the strategic directions of WOCRC;
  • Shares responsibility for strategic direction decisions and direction for WOCRC with other Managers;
  • Monitors team work plans and participates in team and Centre-wide directional planning processes;
  • Participates in the development and implementation of a Centre-wide Fundraising Strategy.

Organizational Management:

  • Assists with the overall functioning of the Centre through participation on the Management Team;
  • Collaborate/communicates with other managers on Centre-wide issues such as service delivery, administrative supports, proposals for new services, development of policies, procedures;
  • Participates on committees, action teams and working groups as required.

Knowledge, Experience and Skills

  • Professional accounting designation with an emphasis on both financial and management accounting (CPA);
  • A degree in business or public administration or other equivalent degree;
  • Thorough knowledge and proficiency in all aspects of non-profit financial management and administration, including budget development, preparation and control, and financial and management accounting;
  • Sound knowledge of information technology and human resource issues, systems, and management;
  • Eight to ten years progressive experience, including supervision of staff, a portion of which should include experience in a social service organization;
  • Current knowledge of accounting and auditing standards for non-profit organizations;
  • Ability to prioritize and manage multiple tasks/projects and deadlines;
  • Strong critical analysis, problem solving, planning, decision-making, leadership, organizational and change management skills;
  • Promoter of team work;
  • Excellent computer skills including work-processing, spreadsheets, and accounting software;
  • Familiarity with management information/client tracking systems;
  • Valid driver’s licence and access to a vehicle required, including $2 million in liability insurance;
  • Police Records Check required.

Language Competencies:

  • Ability to communicate fluently in English, spoken and written;
  • Ability to communicate fluently in French, spoken and written is an asset.
